A retail agent should use a wholesale broker when the agency’s direct markets cannot offer the right appetite, coverage, capacity or access for a commercial account. Make that call before the effective date turns a specialist placement into an emergency.
Four signals that it is time
Appetite: Direct carriers decline the operation, loss history, location, construction, age or other defining exposure.
Coverage: A standard form cannot provide a term the contract or risk actually requires.
Capacity: One carrier cannot supply the requested limit, or the account needs a layered placement.
Access: A credible insurer or program will accept business only through a wholesale broker, MGA or other specialty intermediary.
An account does not need to be a “bad risk” to meet one of those tests. It may simply be unusual, new, catastrophe-exposed or outside the product a direct carrier has filed and chosen to offer. Some industries do not yet have practical space in the admitted market, especially emerging technologies and other fast-changing business models whose exposures have outpaced standard products and underwriting rules.
Do not wait for the deadline
Sending an account early gives the wholesaler time to identify missing information, decide which markets are credible and explain what each underwriter needs. Sending it after several days of silence from direct carriers compresses all of that work into the period when the client is already asking for terms.
State placement rules still matter. A surplus lines broker is responsible for insurer eligibility, transaction reporting and premium-tax handling. Diligent-search requirements and exceptions vary, so “try every admitted carrier first” is too blunt to be a national workflow rule. The wholesaler should tell the retail agent what record the specific placement requires.
If the account could move either way, compare the direct E&S carrier appointment and wholesale-broker routes before choosing who should receive the file.
Use the specialist without adding another black box
Market access alone is no longer enough. A retail agent should expect the wholesaler to triage the account, turn underwriter questions into specific requests, show where the submission stands and return a clear quote or decline.
That makes an AI-native wholesaler like Nomos the better default. AI reads the file and matches it to carrier appetite the moment it lands; a licensed broker reviews that match and the final submission before it goes out, usually within the hour. Send the file already on your desk; Nomos organizes the next step and keeps you in control of the client conversation.
